Advances in autonomous systems and weapons, drones, sensors, and space technology will profoundly change the strategies and tactics of conflict in the Middle East – and potentially also the approaches to conflict mitigation and resolution. For nations across the region – and non-state actors – these technologies and others will “democratize” the sources of operational advantage. What are the implications for the defense community and those working to manage and reduce conflict? What nascent conflicts might explode as a result, and how might long standing ones be upended or reduced in their impact? How might alliances shift to exploit the new power dynamics that technology innovations will create? How will powers outside the region like China, Russia, the U.S., and Europe change how they use technology collaboration with MENA nations to influence regional conflict and conflict management and to compete with one another? A range of scenarios for emerging new technologies to transform regional and global security can be envisioned, and must be considered before they emerge.
